15, 2006
The meeting was
opened by Olaf Gniechwitz at 1908 pst in the Table Mountain Pilot's
Lounge at Oroville Municipal Airport.
Treasurer's Report -
George Frazier reported the following status of the Treasury -

There were 10 customers served at the October Fly-In
Breakfast. Approved.
Secretary's Report -
Joe Cook reported that the November BOD Meeting Minutes have been
published via email and on the website and are up to
date. Approved.
OFOF Hangar
Door Project Progress -
Joe reported that the Hut Door Project crew of
Dan Cook, Marv Hollender, Bob Foster and himself had been working for
approximately 3 1/2 weeks and were about 70% complete.
End posts, inside beam support posts and inside beam hangers (3) have
been completed. The inside beam hangers have been
installed. The four door frames have been completed, wheels
installed, and skinning with the exterior panels has
started. The three door rails are being built. We
rented a Bobcat excavator from Guy Rents in Chico and dug the footings
for the outside beam support end posts. It worked great in
the rain of 11/13. And we rented a Guy Rents scissor lift to do
the measurements for the wind braces. The six wind braces can now
be cut and installed. Major work is being accomplished using
Dan's metal cutting bandsaw, Bob's chopsaw, Marv's AC welder and Mike's
donated drill press.
OSP LLC - Joe
reviewed the Oroville Sport Pilot LLC situation.
Joe
reported that Dan has submitted the LLC incorporation papers to
Delaware. He expects it might take 3 weeks or so to get them
approved. (Update - as of 12/1 there has been no word from
Delaware. Dan will be following up.)
The purchase of the
Davis DA-2a at Ft. Hood, TX, that was being undertaken has been
cancelled. It was determined that the stall speed of the
unmodified Davis is in the vicinity of 60 mph while the Light Sport
Aircraft (LSA) requirement is 51 mph max. clean. Since a primary
objective of this organization is to provide a legal LSA for Sport
Pilots, we reluctantly pulled out. The seller acknowledged that
his aircraft was not LSA eligible.
So the search for a
proper LSA (all metal, tricycle gear, 2 place, certified engine, 138
mph max cruise, 51 mph max. clean stall, 1320 lb. max. gross
wt.) will be continued. Candidates include the Zenith
601 and the tri geared Sonex, among others TBD. John
Burg likes the RV-12 but it is still in the 'proof of concept'
stage. It has now made its initial flights and Van is
pleased with its initial performance.
Installation Dinner
- The EAA Officers Installation Dinner and Annual Official meeting of
the Oroville Foundation of Flight will be held at Li's Cuisine in the
Oroville Raley's Center (as has been the custom for the last 2 years)
on Wed., January 17, 2007, 7 pm. Social hour
preceding. The Paradise and Chico Chapters will be invited to
join us as before.
The candidates for
officers for next year as identified from the BOD meeting were
announced. The existing slate of officers have all volunteered to
run again. Namely, President - Olaf Gniechwitz, VP - Dan Cook,
Treasurer - George Frazier, Secretary - Joe Cook. A call for
additional nominations was made. There were none.
Howard Fairbanks moved that the officers be elected as
stated. Motion carried.
George Frazier and
daughter have volunteered to take over the Chapter
newsletter, The Nugget. Olaf thanks you very much. :)

John Burg suggested
the possibility of having meetings/"show and tell" at various
builders projects. Well received.

Suggested to relate a free aircraft ride to a breakfast purchase with a
drawing to gain more interest. Well received.

for advertising breakfast. No action.
Museum - Still need
a hangar. Discussion of existence of Pontius Flying Flea, et
al (4 a/c in the hangar)

8, 2006
The meeting was
opened by President Olaf Gniechwitz at 1912 pst, in the Pilot's Lounge
of Table Mountain Aviation at the Oroville Muni Airport.
Meetings will be held there for the winter months through March with
the kind permission of TMA.

two years. It was also agreed that we would invite the Paradise
and Chico EAA chapters to join us as usual. The official Annual
Oroville Foundation of Flight meeting will also be held during the
evening.

that Bill Burg had talked to a school superintendent about a possible
aviation educational program for school kids - Lots of interest
was shown.

meeting have been published via email and on the web.

Fly-In 2007 - The date of May 19, 2007 (3rd weekend in May as usual)
was approved for next year's fly-in.
Theme - It was voted to dedicate the fly-in to the "Celebration of
Biplanes" as the featured type, but remaining open to all types
and varieties of aircraft. The results of the poll conducted on
the website regarding features for the fly-in were read. The top
5 will be considered as follows (in order of preference):

Bill Burg suggests having a breakfast at the FBO occasionally.
George pointed out that the problem is logistics, all the equipment is
at the Hut and is a major undertaking to get things like the grill and
tables transported back and forth.
A large "Thank You" to George Frazier and his daughter for cutting
up the dead cottonwood tree in the parking lot and
attacking the weeds around the lot.
EAA Oshkosh has confirmed insurance is in force for the breakfast
Oroville EAA has been accepted for possible stop for the B17 tour
for 2007. At this point neither the route nor the stops have been
determined.
Hangar Door Project - Materials bids - All Metals $2386, Metal Works
$2374. It was voted to procure from All Metals as
considerable discussion had already be conducted with them and the
owner is an aviation enthusiast.
Approved for Treasurer to write an OFOF check to All Metals for the lot.
Hoist beams will be installed first to roll the existing fabric doors
to the outside.
Ed O'Neal will bring his bucket tractor to assist in installation the
heavier cross beams for the construction project.
Oroville Sport Pilot, LLC - Dan reviewed his proposal (for MD,
John Burg, and all present).
Discussed advantages of LLC in Nevada or Delaware vs.
Calif. - Determined to go with Delaware. Least cost and Dan
has prior experience with them.
It was proposed that OSP LLC go buy the Davis DA-2a, N4384N, at
Ft. Hood that has been advertised in Barnstormers for
$17K. MD Short and Bob Foster have agreed to go and fly
it back here. Need insurance and money. (Joe
subsequently agreed to front the money while the LLC gets formed and
incorporated).
The possible acquisition of a T-33 for the OFOF Museum is still in
limbo - If, and when, it gets organized (John Burg) we will have
to remove the wings in order to haul it back on a flatbed.
Discussion of some Feather Fiesta Days parade entry possibilities.
John Burg OK'd use of the Table Mountain Aviation FBO Pilot's Lounge
for meetings starting in Nov. thru March.
John suggested doing an educational project with the Aeronca he has.

New Business
The 2007 EAA B-17 Tour (stop in Oroville) has been
applied for by Dan. At this point we don't know whether the tour
will come thru Calif.
Hangar door project
material list has been submitted to All Metals and Bi-Rite Steel for
bids. First ops will be to move the door hoist pulleys outside
the doors
so the door rolls outside instead of inside. Dan has painted 4
tubes from the original Hut materials for use as pulley supports.
Bob Foster reports he has hauled his GP4
project fuselage out of his shop and into his car port
and will start on the wings. Asked questions about
inspections. John Burg says just have a tech councilor (John
is one) inspect before major closures. FAA only gets involved at
the finish.

The meeting was
called together by VP Dan Cook at 1910 pdt. President Olaf
Gniechwitz and Treasurer George Frazier were absent .
No guests were present.
Secretary's
Report - The minutes of the September 6 BOD meeting have been
published via email and the web. The Sept. Nugget newsletter has
been published on the website. The poll page has been created and
two polls have been formatted and published on the website as approved
at the BOD meeting. All members of the Chapter and OFOF are
invited to log on and vote. These polls will be closed the
Tues. before the Oct. BOD meeting, namely, Oct. 10 at 5pm so that
we can have the results available at the BOD meeting.

correspondence he has had with the National office (Brenda) and
indicated "they are hurting".
Aging membership - Typical throughout the organization
Membership enhancement - Things that we could do and follow up on, like
- a current hangar tenant who just got a first flight on his
Quicksilver GT-500 would seem like a likely prospect for membership.
Young Eagles program is comatose due to fuel costs, et al
Projects - Our Starlet project, the Sky Baby wood kit and plans, the
new Hut rolling front doors, the additional car port structure (to be
delivered and assembled.)
New Business
Dan made a
presentation regarding the possibility of forming a shared
ownership limited liability corp. (LLC) for a Light
Sport aircraft acquisition, ownership and operation, possibly named the
"Oroville Sport Pilots, LLC".
It might consist of:
Aircraft like a Davis DA-2 (as advertised in current Barnstormers ad)
10 person membership
Might cost each member $2000 per share, ~$280/yr. and
~$10/flight hour dry

September
6, 2006
President Olaf Gniechwitz opened the meeting at
1906 PDT. There were no visitors present.
Secretary's report - Joe Cook reported that the August Gen. Mem.
meeting minutes had been published via email and on the website and all
was up to date. The publication of the Newsletter on the website
has been delayed a bit due to a computer crash before Joe could upload
it. Should be up soon.

Old Business -
OFOF Hut Rolling Door plans - Dan Cook reported that
he is 95% done and will be complete to buy materials and have
stuff custom cut from all Metals by 9/15/2006. Dan went into
detail how they will work and be integrated into the existing front
wall.
New Business -
Carport #2 - Joe Cook announced that plans were
afoot to add another carport to the OFOF community. This will be
an all metal 14'(?)x18' unit that is being
bought via Chuck Zeitner (he owns another 2), will be
donated to OFOF and anticipated to be installed to the east of the
Truck. This can be used to provide a sheltered space to the
Tractor, Water Wagon, or whatever. Deliver of the kit
is expected some time this week, depending on Chuck getting his flat
bed truck running.
Website poll - Joe Cook proposed to use the website to conduct polls
relating to choices to be made for the 2007 Chapter Fly-In. These
polls will generally be along the lines of the questions Olaf posed in
the Sept. Nugget Newsletter.
EAA Insurance form - Dan's version of
the new EAA Insurance application form has been accepted by the Chapter
Office as submitted (for the Sept. Breakfast), for which Dan is
grateful. :)

Reno National Air Races - Sept. 14-17,
Reno Stead Airport - In the Unlimiteds, Strega will be back, along with
Dago Red, Rare Bear, Dreadnought, CzechMate and a cast of many
other unique racers and warbirds, including the Super Corsair F4U
(F2G). Other classes include the Sport class, F1 racers,
biplanes, T-6's and the L-39 jet class. Always interesting stuff
and lots of airplane noises. :)

The
meeting was called to order by President, Olaf Gniechwitz, at 1900
PDT. There were no guests present.

OFOF should be reviewed. This was suggested by John Burg when we
were doing Fly-In planning. Still TBA.

says he's good for another year....

August 9, 2006
The meeting was called to order by
President, Olaf Gniechwitz, at 1900 PDT. There were no guests
present.
Secretary's Report - Joe Cook reported
that the July General Membership Meeting minutes have been published
via email and on the website. There were no July BOD meeting
minutes taken due to the absence of the secretary. It was
reported that no significant business was conducted. Joe also
reported that Olaf's August Newsletter had been prepared for
publication on the website and would be available shortly. (broadband
connection recommended).
Treasurer's Report -
George Frazier reported the following status of the accounts:

George also reported that
the loan from OFOF to EAA to cover miscellaneous expenses for the
Fly-In had been returned. Bob Foster has been paid for his
display board materials. And all other Fly-In bills have been
paid.
The July Fly-In breakfast sold 18 meals and 7 ice cream
bars.
Old Business
Ed Calcote still has not received an
update from Golden West on the attendance or financial outcome of
the 2006 Fly-In.
MD Short - Described an officer of his
acquaintance who will speak at Daedalians, 1 Nov, at Beale
AFB - All invited.
The Fallon trip is still open but nothing organized.
A Beale trip could show the UAV - MD will set up.
New Business
Bob Foster is
planning to visit CAF in Odessa, TX, in Sept.
Joe related that the CAF B-29 FiFi is to be
re-engined with modified Wright Cyclone 18 cylinder engines according
to AVWeb PR.

July 12, 2006
The meeting was called
to order by President, Olaf Gniechwitz, at 1915 PDT. We met
outside the Hut in view of the more pleasant temperature there.
There were no guests.
Secretary's Report - Joe
Cook reported that the minutes of the June 14 General Membership
Meeting have been published via email and on the website. There
were no minutes from the July 5 BOD meeting due to the Secretary's
absence, apologies extended. Reportedly, no significant business
was accomplished.

Olaf stated that he had
read the minutes of the June Gen.Mem. meeting and had nothing to add to
the review of the Fly-In as reported there. He apologized for not
getting the July Nugget chapter newsletter out. He has been busy
preparing to publish an article (non-flying) which he described.
Golden West Fly-In - Ed
Calcote had no update on the attendance figures yet. He expects
them shortly.
New Business -
George Frazier described
his visit to the EAA Arlington Fly-In the weekend after the 4th.
He thought the attendance was good but maybe not as many as some times
in the past. The Ultralight strip was busy all day, every day.
Floyd Higgins mentioned
that his R/C flying group has been excluded from their usual flying
location because the business next door has now received a government
contract and his group "fit the profile". Of course, lots of
conversation about his "profile" and such things as whether he was now
on the airline "no fly" list. :)
There being no further

Machine Weekend Discussion -
A commendation to Olaf for a Job Well Done was voted by the
assembly.
Rainy weather on Fri. and overcast on Sat.

major factor in limiting fly in aircraft.
The Pancake Breakfast was a major success,
as usual.
Merle's homebuilt helicopter and Randy's flight
demos were great and well received.
The City of Oroville was
commended for their work preping the site.
It was agreed that a earlier
start and wider dissemination of
publicity would be useful.

It
was agreed that we should continue with the Fly-In next year and we
should plan to have it the 3rd weekend in May as traditional.

New Business
George reports that TID has raised their (fixed) meter fee.
Barnstormers - It was voted to accept Barnstormers' proposal of a swap
in services as opposed to a fee. We will post the
Barnstormers card in the newsletter and on the website in exchange
for a link on Barnstormers Experimental page.
Stamps, etc. - Olaf, et al, who are incurring approved expenses
should submit their bills to Treasurer George for
reimbursement.
It was suggested that on Saturday we should put a sign on the Hut door
and have the gate open for day of the Dream Machines Fly-In so the
public can be re-directed to the FBO hangar for the breakfast and
festivities.
OFOF Maintenance
report
Mowing - Dan got a Guy Rents tractor w/flail mower and mowed our
grass covered north acreage as well as the Ultralight display area by
Randy's hangar. Joe mowed Terry's Glen and the taxiway margins.
Our
OFOF mower suffered two belt wearout failures (hastened by
the density of the spring grass crop) and so Joe has purchased two new
primary mower drive belts (one installed, one spare). While the
belt was off, the worn-out bearing in one of the idler pulley's was
pressed out and replaced and a second bearing purchased for the other
idler which is getting loose due to age and lack of lube
(sealed bearing). Some welding was also accomplished on the mower
deck while it was out and the center blade was re-sharpened
The sprinkler timer for the sprinkler system on Terry's Glen has been
set and tested all OK. The tree line by the Hut shows extra water
at the south end, but nothing urgent.
The shower outlet in
Victoria's Secret has been secured and the leak terminated. Now
needs the drywall to be repaired and re-painted.

April 12,
2006
The meeting was opened by
President Olaf Gniechwitz at
1905 pdt. Mr. Ed O'Neal was introduced as a
visitor. He has a Murphy Renegade that he is
building. Also has a Subaru w/ redux and a sailplane he'd like to
sell. Ed asked about what's required to legally build a
landing strip at his place. Dan Cook related that the county has
a major interest in any such activity and various permitting fees etc.
Secretary's Report - Joe Cook stated that the April
BOD minutes
have been published via email and on the website. The front page
has also been updated. And since Olaf presented the April
Newsletter via email, it has been posted on the website as "Latest
Newsletter" and replaces the last one which was published in 2001.
Tersures Report - George Frazier reported the

Phillipines Nurses Monument - The monument for
which Bob Foster
collected donations, turned out to be a Battle Ground Monument rather
than a nurses monument. In any event, the photo he had showed a
much improved condition.
New Business -
Photo boards - Bob has the first one about
finished. Would like
help with the painting. Olaf volunteered.
Need to check out the ice cream freezer for us to sell
ice cream bars.
Advertisers for the newsletter - What charge?
$20/yr. approved
Membership card - Olaf will make a sample. No photo.
Hats - for Fly-In use EAA and/or B-17 caps.
14A - $41 of stuff was dumped. Chuck is considering
getting his
plane out of 14A, maybe hang it from the ceiling at Surplus
City. There is also a sturdy desk available if someone
has a use for it.
MD Short - Beale Open House same date as our Fly-in so
it's iffy about
Beale participation. Batting zero.

contacted the local high school ROTC and received favorable response to
supply some troops for parking etc. duty.

Lounge. John Burg made a rare appearance as visitor/member.
Secretary's Report - Joe Cook reported that the

Bob Foster gave a report on the Restoration of the
Nurse's Monument fund raising effort. Geo. Frazier is prepared to
accept donations for that effort and keep the money segregated.
New Business - John Burg discussed some aspects of his proposed Museum
project. He has a bunch of neat parts from various warbirds/old
aircraft, et al. Needs space and a building.
A motion was made by Dan Cook to follow up on the suggestion to look
into the establishment of the museum on the OFOF property (the
aspect of a museum was included in the original OFOF land use permit)
and provide an organizational structure under the umbrella of OFOF to
direct the effort. Motion approved. Suggestion was
made to try to get Jim Causey (owner of PT-22 parts, et al)
involved.
John Burg, Tom ? and Chris Jones (?) have a proposal in to
the City to take over the FBO. City wants improvements (including
firewall) to the building. They may do the improvements or John's
group may do it. The use of the FBO building and hangar for the
Fly-In will be unaffected by the acceptance/rejection of the
proposal. John's group will work with us.
Olaf got the list of hangar owners to contact for parking stuff in
front for the Fly-In/Centennial. Dan took the list to make the
calls. Olaf handed out some photo blowups of the ramp and hangar
Display Area.
It was moved and approved to use OFOF funds, limit of $200, to buy
plywood and lumber to make display boards to cover defects in
the hangar and display photos, et al.
Dan suggests charging $2 per car for parking. Suggestion
generally accepted.
It was moved and 2nded to allow 'borrowing' of up $500 of OFOF funds
for the fly-in. Motion withdrawn pending determination for what
further costs are expected, e.g., T-shirt purchase, etc.
Indian grant - There is allegedly an opportunity to apply for funds
from the local council which is doing quite well with the casino.
Bob Foster will pick up the forms.
A meeting will be held
Tues. Morning, 3/21, at 10am at the FBO's for further discussion
of Fly-In/Centennial stuff.
MD Short - MD is continuing to get info for a
visit to Fallon NAS - Could be later in the summer -

Mike Gannon brought in the software he used for the newsletter and an
archiive of old newsletters. Olaf took custody of them.
New Business -
OFOF - Bob Foster - There is a memorial monument in the
Phillipines for nurses killed by the Japanese that needs some
restoration. This was brought to his attention by a lady he met
during his trip to the Phllipines last year. Needs about
$500. Moved and approved to set up a donation facility to collect
money for the cause. There is a group on the islands called
"Battling Bastards of Bataan" that do some maintenance on memorials
there.
Bob Foster -
Will take remaining drill motors and tools to Oroville Tool for sale on
consignment. 30% consignment cost.
Bob Foster
will consider donating the EAA Flight Jacket that he won in Jan. for
another money raising raffle. Says it doesn't fit him.
Fly-In/Dream
Machines event - FBO - Olaf has the key for the new
lock. The City is working on some painting and repairs at
the FBO Pilot's Lounge/office. He will be getting names of the
hangar owners from the City for contacts . City will do a topo
for layout.
The
March regular EAA/OFOF General Membership meeting will be held at the
FBO Pilot's Lounge, 3/15/06, at 7 PM.

The meeting was
called to order at the OFOF Dan Cook Briefing Hut by President Olaf G.
at 1905 PST. Olaf introduced his guest - Roger
Hawk.
Secretary's Report - Joe Cook announced that the minutes of the
BOD meeting of 2/8/06 had been published via email and on the
website. It was moved and accepted to approve as published.
Treasurer's Report - George Frazier reported the status of the

No newsletter volunteers found. We are still
looking for a volunteer newsletter editor to take over for Mike Gannon
who is retiring from that position. Thanks, Mike, for all your
efforts over the last several years. Olaf indicated he would do
it if no one else stepped up.
MD Short - Fallon possibilities in the future- Checking it out
solo. May have a trip in the future.
Floyd
Higgins made a review of his experience at a Beale AFB tour
recently. The tour was less than well organized and staffed.

FBO - Contacted Oroville staff - Sharon Attaberry -
We can use the FBO and the Hangar for the "Dream Machines" Fly-In and
Centennial celebration. If there is anything we want done, the
City will try to get it done. No charge for
vendors. Dan may have good photos for the tiedown
area organization to possibly show car guys, etc. Like to get
commitments from vendors and show where they might be placed.

Gold Country Casino - Olaf is going to give a tour to the
manager. Then will check for Feather Falls interest.

annual EAA event insurance - $480.
OFOF Hut - Rolling front door project - Dan showed his proposed
construction drawings. Moved and seconded to go ahead with
the plans as shown. Agreed to use metal door panels rather than
translucent plastic. Dan says all of the materials are available
locally from Oroville All Metals.

Addendum
from inspection of FBO Lounge and Hangar -
Lounge - A couple of
ceiling tiles in the lounge have gotten wet from a leak and
are stained and hanging down. Should be replaced. Needs to
be vacuumed. Rest
rooms are OK. The coffee table could be returned from the Hangar.
Hangar -
Needs general clean up and sweep out of stuff left by
Steve/whoever. Hangar rest room needs massive cleanup attention
or should be locked to prevent shock to casual visitors. :)

meeting opened by Olaf Gniechwitz at 1905 PST. There were no
visitors. There were 8 members present.
Secretary's Report - Joe Cook stated that the minutes of the Annual
OFOF Membership Meeting had been published via email and on the
website. Since there were no other meetings held in December or
January there were no other minutes published so all communications are
up to date.
Treasurer's Report - George Frazier reported the following status of
the Treasury:

The January Fly-In breakfast had 15 sales. There are
presently 16 +/- paid up Chapter members.

It was stated that Bob Foster (presently in
Vera Cruz) may donate the EAA Flight Jacket that he won at the
Inaguration raffle for another fund raising raffle.
Discussion of a booth at Golden West to sell raffle
tickets. Ed Calcote will check with Golden West to see if they
might consider giving us a space for a booth.
It was also suggested that we place a poster at the
Beale Aero Club.
Discussion
of preparation for our "Dream Machines" Fly-In in conjunction with the
Oroville Centennial celebration, May 19-20
Maybe involve the Casino for transportation and

Olaf will talk to the City and the Chamber about
using the FBO faciity (Pilot's Lounge/hangar) for the "Dream Machines"
activity.

Minutes
January 11, 2006
The meeting was
called
to order by V.P. Dan Cook at approximately 2015 PST in the Li's Cuisine
Banquet Room, Oroville, CA. It was held in conjunction with the
annual officer Installation Dinner of EAA Chapter 1112.
The officers for
2006
remain the same as were in place for 2005, namely, Chuck Heindell
- Pres., Dan Cook - VP, Joe Cook - Sec. and George Frazier -
Treas.
Dan described some
of
the projects accomplished, and on-going, for OFOF for 2005. These
included the sale of various donated items, including Mike Gannon's
Uncle's wood working equipment, the restoration of a tractor donated by
SCORE (on-going), the installation of a new roof cover on the Briefing
Hut, and the conversion of a fabric covered car port donated by Howard
Fairbanks into the Engine Test Stand Port by adding permanent roofing
and siding along with reinforcements to stand the OVE weather exposure.
Political
accomplishments include the resolution with the City of the provision
in the lease that required the construction of a permanent hangar
facility by 9/7/05. We had proposed a modification to the Hut
that included the addition of a sheet metal roof and a sliding
front hangar door. After much discussion by Dan with the City
Engineer, et al, it was agreed that the addition of the new vinyl
fabric roof to the Hut would be sufficient and the clause was
considered satisied and terminated. In addition, some progress
was made in reducing the basis used for assessing property taxes on the
OFOF lease. Since there are multiple restrictions on the use of
the property, and the requirement to provide a flood basin to reduce
pressure on the golf course drainage system, it was considered
unreasonable (by us) to tax the property as if it were able to be
developed as airport commercial property. So a first step
reduction has been achieved. There is more to be accomplished
here and is on-going.

seconded to adjourn the meeting. Motion approved to adjourn
circa 2025 PST.

Briefing Hut 7 pm. Wear short pants at your own risk, the
mosquitos are starved for a warm meal. :) JEC
