Memorial Plaque project - We will be collecting donations (suggested $20)
for the Memorial Plaque to be installed on the Memorial Wall at Oshkosh.
Total cost $350. Need to complete the funding by April.

9) Shop Equipment Donations:

We now have the 8' metal brake and a metal
roller courtesy of Mike Gannon. They got moved from Mike's Oroville garage
to the Hut on 10/7 with the help of Dan Cook, Joe Cook, Ron Turner and
Mike. Thank you, Mike.
After the Brake move, we were able to use
Mike's trailer to move the freezer from Ron's place to Hanger 14A, with the aid
of Ron's Ole Yeller and the Clark forklift.

Ron Turner - Nothing new on
advertising.
Starlet - Joe has removed one Starlet wing
from the truck (the other still in it) and placed it on the big workbench for
cleanup, inspection and sealing. Arrangements have been made for John
Burg/Dave Baxter to do the inspection at some future time
tbd.
Joe has added two new pages to the Starlet
website - one with photos of various Starlet projects and one with the
labor/hardware/materials spreadsheet which will be updated as items are

Hut - Joe reported that he and Dan, with
the help of the Clark forklift, had spent 3 days last week rehabing the
roof of the Hut with SnoCoat so the sun no longer shines thru and the rain will
also be excluded (hopefully). The SC-OR tractor donation has yet to show
up. The bench grinder has reappeared sans pedestal, so if someone has a
pedestal they would like to donate we can give it a home.
Joe has forwarded some pics and thumbnails
of the Fly Baby Fuselage Kit to Howard for use in an eBay ad to sell the
kit.
Fallon NAS Field Trip - No one attending
knew anything new since the Gen. Mem. meeting last month except that it is
believed that Bob Foster has contacted Dave Harmacek regarding Paradise
participation. If this is going to happen circa 10/23 or 10/30, time
is growing short. Plans need to be finalized by the Gen. Mem. meeting
10/13. Action - MD Short
Open - Mike Gannon has donated an 8' sheet
metal brake to OFOF. We will attempt to pick it up at his
Oroville abode circa 1300 PDT on Thurs. 10/7.

Howie had reported that the EAA property tax bill
had arrived and was due by the end of the month in the amount of
$727.03(!).

$727.03 from OFOF for Prop. Taxes due by 8/31/04. Dan Cook will try to
re-open discussions with the Assessors Office to gain an adjustment in the
appraised value of the OFOF property since they are apparently taxing at the
airport industrial rate in spite of the fact that we are precluded by the terms
of the lease from that kind of usage, and certainly are not conducting any
'for profit' operations.

Sat. while Chuck and Cat continue their Bieber refurb. project. Marv

Discussion of pix for eBay and who will be listing. Pictures have been
taken of the boxes and the Manual/Plans binder by Joe Cook. He'll provide those
plus thumbnails for illustrating the ad on eBay. Karolyn/Howie will have
first option to do the ad.
7) Briefing Hut Status - Dan
Dan reviewed the results of his
meetings with the City Engineer/Airport Manager and staff. See BOD meeting
minutes and Newsletter. For this winter we
will again patch the wear holes in the cover with SnoCoat. The cover has
shifted south enough to make them much more accessible than last fall.
This needs to be accomplished before about mid-Oct.
Dan suggests we re-submit, to the new Airport
Manager (Eric Thietelman), the "list of airport
improvements" that we submitted a couple of years ago. He took it as
an action item.
8) 18 September, 2004 End of Summer Fly-In/BBQ:
It will start at 8am with the traditional pancake
breakfast. Swap meet/sale of OFOF hardware will go 10-2. Silent
auction at 2 pm. BBQ starts after the auction, approx. 3 pm. Chuck
is proposing a rubber band airplane flying contest to be combined with the
purchase of a breakfast..

rooms. Ron also presented a letter from TID denying our request to use hydrant
water for the water wagon unless we rent a meter and pay a per cubic ft. Charge
(normal commercial arrangement). Letter was accepted and filed.

Joe reiterated that he is preparing a
Starlet site on our website and it will be up and available shortly.

Briefing Hut: Dan, et al.
Dan gave a handout of the results of his
meetings with the City Engineer/Airport Manager (CE/AM). The metal conversion
plan was rejected because the CD/AM had had a bad experience with sheet metal
blowing off hangars in high winds.(!) Ed.Note: Of course, every other
hangar on the airport involves sheet metal construction so this statement defies
logic. The CE/AM would prefer that the OFOF site be returned to Open Space
per the 1990 General Plan and we should rent/lease space in some new T-hangars
that will be constructed if the City can get a grant and if we kick in 10%. The
total finalncial arrangements (lease costs, taxes, etc. remain undefined). Dan
suggests we see if we can get an extension on our 'drop dead date' on the vinyl
hut (presently 9/27/05 and then wait and see what success the City has with the
grant process. BOD took no direct action at this time.

The End of Summer BBQ (Sat. 9/18/04) was
modified somewhat. It now includes a regular breakfast starting at 0800. Swap
meet 10-2, lunch 1200-1300, Auction at 1400. BBQ- ?

Starlet Project at time of donation from Les Homan at $4K. This will be used in
the ongoing evaluation/sale value of the Starlet Project as it
progresses.

1) Opening and Introduction of
Guests: The meeting was convened at the OFOF Dan Cook Briefing Hut at
1910 PDT by President, Chuck Heindell.
There were no guests present. Members
present included Chuck Heindell, Howard Fairbanks, Dan Cook, Mike
Gannon, Ron Turner, Vern Skovgaard, Ray Bell, Ed Calcott, Rich Hodges and

2) Secretary's Report: Joe Cook reported that
the minutes of the General Membership Meeting of 16 June
04 have been published via email and on the website. The minutes of the BOD Meeting of 7 July 2004 have been
published via email and on the website.

Karolyn Fairbanks has made $33 from eBay
sales of OFOF hardware, so far. She and Howie have been packaging the
parts.
It was moved and approved to pay the entire EAA
Savings acct. against the loan of $1136.26 (for Property Taxes) from OFOF and
close the EAA Savings acct. in order to reduce
paperwork.
4) Pancake Breakfast, 17 July, 2004. Chuck
is looking for substitute cooks for Saturday's event so that he might get
an earlier start to the Heindell Bieber
project.
5) "NASA" Plan for the Starlet: Joe reviewed
the proposed plan of organization and economics for the completion of
the Starlet Project which had been presented at the BOD meeting and
via email to the Starlet Task Force. It was moved and approved to adopt the plan. Passed
unanimously.
6) FAA Presentation: Howard Fairbanks
presented an invitation to "Manuvering Flight Hazardous to Your
Health", presentation by Dan Abdon, Sac. FSDO, Wednesday, 21 July,
2004 1900 hours at Oroville Aviation.
7) Briefing Hut: Dan. Cook has a
meeting scheduled for Mon., 7/19 with Eric Thietelman, Oroville Community
Development Director, Director of Public Works and Oroville Airport Manager and
his staff to discuss the proposed possible metal recovering project for the
Hut.
8) Open
Rich Hodges's donation of a Fly Baby
fuselage kit and plans - Rich showed up and an appt. was made to
pick up the kit. The intent is to then get it on eBay for
sale. If not sold it will be a centerpiece of the End of Summer BBQ/Swap
Meet in Sept. Thanks Rich.
Ron Turner reported that we have approval from
TID, John Byrd,` to use hydrant water for the Water Wagon refills on event
days. Thanks, Ron..

Communications -
Mike Gannon has his computer working again and
expects to be able to do the July newsletter on schedule.
Discussed the GW Fly-In and member
participation. Members were favorably impressed with the presentation and
attendence.
Website - Joe announced that the OFOF
Victoria's Secret web page has been up dated with the latest pictures at
Briefing Hut - Dan Cook has a
meeting scheduled with the City Engineer's office for July 19th to discuss our
proposed Hut improvement/replacement and what may still be on the
City's wishlist and/or additional requirements to be
negotiated.
Thanks to Bob Foster for his efforts with the
RoundUp in the spring that minimized the star thistle and various other
weeds.
VS - Joe mentioned that the wall
mounted showerhead holder was knocked off at some point in the Fly-In usage and
will be remounted in a more protected manner with Molly screws.
Starlet Task Force - Joe has
submitted a "Starlet Project Organization and Economic Plan 2004" to the
Task Force members for the project. Basically, it presents a way to
encourage, and credit, donation of hardware and labor with the assurance
of return of value for the hardware upon the sale of the
project. The degree to which labor gets reimbursed will depend on the
ultimate sale price. Toward that end the overall value of the
project is periodically updated to reflect the hardware (materials, et al)
additions and the labor expended in the building of it.
Discussion of the current value of the Starlet
Project came to no agreed conclusion although it was felt it might be circa
$4K. Chuck will call Les Homan to see what
he thinks the value might be.
A labor rate of $25/hr was agreed to be
used for the ongoing calculation of Project value..
Open -
Bowers Fly Baby Plans and fuselage kit have been
offered for donation by Rich Hodges. Moved and approved to accept the
donataion.
Dan Cook will contact Rich and get details so we
can figure out how to store it for sale.
Chuck shared that Surplus City has received a Moni
motorglider, S/N 91, in exchange for some cages. It has an N number and
EAA info plate installed. No established price yet.

Museum; Virtual tour via video - Chuck showed a video taken and
narrated by his dad at the Palm Springs Air Museum including fly-bys by
